Due to the nature of super powers, they are not all the best and can develop over time along with the person who wields said power. The way we go about doing so is through a power scaling system which is based mainly on the offensive and defensive capabilities of the power, disregarding the average function of this. This means that while a person may hold a low tier super power, that doesn't make them useless in a fight, but they are severely outclassed in a super power fight. The scaling below is based slightly off of the Bebit Unit Power System, combined with person touches and additions, as well as work from a few colleagues of mine. This system can be, and likely will be updated as we go. The start of the system begins in numerical values, before going into greek lettering for the "special classes". Finally, the Advanced League uses 'Chi', 'Psi', and 'Omega'.
These numerals used to grade your class level is part of the Offensive Power (OP) Scale designed around the idea of developing powers at a constant level. Humans are born between 1-3 OP, and trained humans can reach a maximum of 55 OP before reaching super human territory. Super humans can be below 55 OP and still super human, however they are considered to be underdeveloped as super humans and require extra training or work to be put forward by them to be on par with their peers. Super human babies usually are around 10-20 OP at birth, and super humans with super strength are estimated at 20-40 OP at birth to give an example.
Lower Class Grade I
Lower Class Rank 1 = 1-10 OP Scale (standard human soldier)
Lower Class Rank 2 = 11-30 OP Scale
Lower Class Rank 3 = 31-55 OP Scale (Human maximum before sub-superhuman growth)
Lower Class Grade II
Lower Class Rank 4 = 60-70 OP Scale
Lower Class Rank 5 = 71-80 OP Scale
Lower Class Rank 6 = 81-90 OP Scale
Lower Class Rank 7 = 100 OP Scale (Millennium Achievement if in the Police Force)

Warning, Advanced League Classes are ranked, but pair beside of previous ranks. They are considered accessory titles that are used as warnings as to what kind of power the wielder has. All Advanced Class still are OP Scale graded based on the normal rank system. To compare, an Advanced Class/Lower Class Rank 1 could easily take on a Lower Class Rank 5 by himself, and so forth.

Advanced Class Rank ψ (Psi) = Restricted Power Offensive
Advanced Class Rank Ω (Omega) = Restricted Power Balanced
